Is it possible to have a thick dashed line?

Yes, if RenderEngine is set to Direc2D, Hybrid or GdiPlus.

No, if RenderEngine is set to Direct3D, lines are currently limited to solid lines. 

 

No, not possible with RenderEngine set to very old GDI setting as standard metafiles can not support this feature.
